Business-related programs in Quebec universities are much less competitive than medicine and law. So for the vast majority of applicants, most likely yes. Most programs require only a minimum Cote R rather as the ratio between the number of applicants and available offers is much lower.

Here's a list we've compiled on business-related programs (Bachelor's and Certificates and concentrations) from notable universities in Quebec.

A Bachelor's degree / Baccalauréat for post-CEGEP students is usually a 3-year curriculum with a minimum of 90 credits. A certificate or a minor, depending on the institution, usually account for 30 credits or less.

McGill's list of available programs is comprised of a mix of majors and concentrations, all falling under a Bachelor of Commerce degree that 1st in admission standards of any undergraduate business program in Canada according to McGill's website.

Note that many programs factor in work experience as well as personal CV.
